NEGOTIATIONS
UPDATE Apr 26th 2005:
A Vote of 2,880
to 913, Alads members ratified the Tentative Agreement pay
contract package. A total of 3,822 ballots were returned,
with 29 marked as invalid.
Alads representatives
have requested that the County Board of Supervisors ratify
the Tentative Agreement as soon as possible. Also to expedite
paychecks for the $2,500 ONE time allocation and the retroactive
pay increase back to April 1st.

It appears
ALADS will be resubmitting the previous contract proposal
to the Members of unit 611 again. Nothing has changed!

UPDATE Mar 1st 2005:
As
of Monday, February 28, 2005 the balloting period for the
ratification vote on a tentative agreement closed at a record
number.
Per
ALADS Vice President (Steve Remige), the results from H &
Company (Alads CPA firm who administered the votes) are as
follows:
“A
total of 1983 ballots voted yes, which is 46% of their membership,
then a total of 2318 ballots voted No, which is 54% of their
membership, and this adds up to a total of 4301 ballots.”
Due
to the results, the county has been notified and according
to ALADS their Contract Negotiations Team (CAT) will be meeting
for further options regarding a future salary and benefits
contract, which members can support.

UPDATE Feb 17th 2005:
LASPA
Plan of Action:
If LASPA decertifies ALADS or if ALADS members remove ALADS
board of directors, LASPA will combine both unions in order
to focus our combined resources on obtaining a better contract
and benefit enhancements. LASPA will hire the best negotiators
money can buy and used the money and it's resources for that
purpose.
LASPA will incorporate the members choice of attorneys for
their legal representation on all matters, and ensure all
members of 30 days of payroll reimbursement in case of suspensions.
All money and resource should be used to benefit all members
not just a selective few.
The result will be the strongest MEMBERS UNION in the nation!

Either SIGN the petition to decertify ALADS or Request a members
vote to remove all the current ALADS DIRECTORS and replace
them! Either way TAKE ACTION!

UPDATE Feb 4th 2005:
Impeach
the ALADS board of Directors and appoint LASPA Directors or
interim deputies to take over and provide the NEW Leadership
we desperately need for all. How can this be accomplished?
Simple.
The
ALADS Bylaws, SECTION 6.12. REMOVAL OF DIRECTORS, states the
following: The entire Board of Directors, or any individual
Director, may be removed from office at any time by a majority
vote of the Voting members.
Call
ALADS and demand a membership meeting to impeach all directors!
They must provide ballots to all voting members.
Since
ALADS will not allow LASPA to vote on the contract or to impeach
them, ALL ALADS Deputies MUST take action and impeach all
directors and bring in new leadership! LASPA Directors will
be ready to take over and bring in the professional negotiators.
Another
way is to drop ALADS and join LASPA for $16 a month and decertify
ALADS as the bargaining union. This takes longer but it can
be accomplished if we work together as brothers and sister
in law enforcement!

UPDATE Feb 3rd 2005:
Below
you will find important information regarding the Contract
Offer ALADS (Bargaining Unit 611) and PPOA (Bargaining Unit
612) is trying to negotiate. ALADS and PPOA are suggesting
that all the members who fall under these Bargaining units
vote yes. This is the final contract that the Board of Supervisors
are offering.
We DO
NOT recommend for any members to accept this offer because
it is not within your best interest, but we respect your choice
1. TERM

2. SALARIES
Effective
04/01/05-3%
Effective 12/01/05-2%
04/01/06-05/30/06: Limited Economic Contract Re-openers to
include general salary movement, salary structure changes,
and operational issues.

ONE TIME ONLY UNIFORM ALLOWANCE SUPPLEMENT
Effective
03/01/05: all employees in Bargaining Units 611 and 612 to
receive a one-time uniform allowance supplement of $2,500,
payable by separate warrant

LONGEVITY BONUS
Effective
07/01/05- 3%- Employees with 20 years of service (pay to begin
on the first day of the 20th year).
Effective
01/01/06- 4%- Employees with 25 years of service (pay to begin
on the first day of the 25th year).
Effective
07/01/06- 4%- Employees with 30 years of service (pay to begin
on the first day of the 30th year).
Longevity
Bonus shall be paid for aggregate service as a Deputy Sheriff,
Sergeant, and Lieutenant. For purposes of mergers, the employee’s
merged agency hire date as a safety employee will be recognized.
CONCLUSION
This
contract is a (4) year contract, in which the first year you
will receive 5%. The following (3) years will be open for
negations and a further raise will be dependent on the “strength”
of the current California economy. The problem with this contract
is that it locks us in until 2008. What determines a “strong”
economy is to be decided by the Board of Supervisors. This
sub-par contract is offered to us after having been without
a contract for 2 ½ years. Basically, this offer has
the potential of covering a (6) year period with the possibility
of only a 5% raise.

notify LASPA immediately if you have not receive a ballot

UPDATE Jan 10th 2005:
Somehow ALADS is under a GAG order not to
talk about negotiations. How can an arbitrator order the negotiations
process to be blacked out? Who really asked for it? In our
opinion it was ALADS in order not to reveal that they are
failing to make any significant progress. They are hoping
LASPA goes away in order to have no competition if and when
they fail to deliver a meaningful contract once again.
At the ALADS negotiations meeting held this week, MEN and
WOMEN of this department showed up to listen to the progress
of the contract. But of course no one can talk about it. How
convenient! This issue is not an ALADS or LASPA issue. This
contract affects all men and women of this department.
ALADS plan to keep LASPA's presence to a minimum has worked
thus far. The dismal situation with our contract is what the
focus should be on. It has been almost 2 years that LASD has
been without a contract.
We are one of the lowest paid agencies in the LA area. Deputies
are losing several thousands of dollars a year in loss income
because of ALADS. LASPA has been trying to change the negotiations
team from amateurs to professional negotiators, but ALADS
refuses to spend the millions they collect on professional
negotiators.
WHY is ALADS charging high monthly fees and not paying negotiators
to negotiate out contracts? WE WILL NEVER OBTAIN a decent
raise using the amateurs ALADS are using.
Deputies should not consider a contract less then a MID to
Upper 20% pay raise plus retro pay! DO not let the County
disrespect all of our hard working Deputy Sheriff's and their
families.

UPDATE Dec 3rd, 2004:
Negotiations:
The negotiations have all but stopped. ALADS does not want
any assistance from LASPA that has been made clear, but yet
ALADS continues to fail in delivering pay raises or retirement
enhancements. The County has not budged from its last offer;
5% over three years with the option of canceling the 5% if
the County determines there is a budget crisis. Yet the same
County mysteriously found 300 million dollars. How do you
lose 300 million dollars?
Our negotiation
team should all be fired for poor performance. They have not
delivered any decent pay raises in decades! The following
is a letter LASPA received from an unknown ALADS member regarding
our negotiations. It states it all.
"Demand
better leadership instead of participating in fruitless job
actions that will only hurt us. How many of us lost pay, or
were investigated, or faced discipline or even prosecution
during and after the "sick out" which Roy Burns
had "no knowledge of". Isn't it nice that he can
sit in his ivory tower and let his members take the fall?
And what did it accomplish for us?? NOTHING ! There were deputies
who were held in CONTEMPT OF COURT for their participation
in the sick out which Roy Burns had "no knowledge of".
I didn’t see him taking any risk but he was sure visible
as Alads President claiming "no knowledge of any organized
job action". Who are you kidding Mr. President? That's
as believable as Sadaam claiming he had no WMD. The real issue
you are hiding is the impotent ability of ALADS to execute
EFFECTIVE negotiations. ALADS could not negotiate a trip to
Disneyland with these tactics. Work actions result from ALADS
own incompetence. Rather than hire proficient negotiators,
they want us to participate in job actions which put us and
our families at risk AND cause public support to wane. Job
actions are nothing more than a red herring designed to distract
the membership from its leadership shortcomings. Remember,
this ain’t Mayberry, ROY. So now there is a "work
slow down". WOW that'll show em... We will do LESS. Again,
Roy Burns wants to put his membership at risk...again, and
if asked, he will have "no knowledge of any organized
job action". Not exactly in keeping with the hard core
image he likes to portray. Some of us might think that this
show of "muscle" is a sign of solidarity and that
our "leader" is behind us. The following might be
shocking news to many of you, but our ALADS president is personal
friends with the SHERIFF. That by itself is fine with me,
but I don’t see how a friendship like that can exist
without (at least) the appearance of some conflict of interest.
You would think by the tone of the ALADS newspaper that our
president is so anti-management (philosophically speaking)
that there is NO WAY HE COULD EVEN FATHOM a friendship with
an LASD executive, LET ALONE THE SHERIFF. Stop trying to fool
the membership, ROY. The real issue here is the lack of ability
of ALADS to carry effective negotiations. ALADS fails to realize
that it is consistently outclassed by those who have made
politics their life! With our leadership and negotiators,
ALADS isn't even close to matching the shrewd skill possessed
by the Board of Supervisors, or anyone in control of our contract.
When ALADS realizes that there is NOT a position of strength
in sheer numbers and that stomping your feet in the form of
job actions only tend to hurt the membership while jerking
the tail of the tiger, then maybe we will have a contract,
some day. But in the mean time, it's a pretty entertaining
show, ROY!"
Some have
asked “what has LASPA done?” LASPA can not do
anything as long as ALADS is preventing us from helping. We
have submitted the 3% at 50 ballot initiative, which could
have secured 3% at 50 years ago, but was not supported by
ALADS. We have offered professional negotiators to assist
ALADS, but they have refused the help. We have tried to work
out differences, but they are unwilling to compromise.
If you
do not like how negotiations are going then CHANGE IT! It
is simple. Drop ALADS and Join LASPA for $16 a month to take
over negotiation and hire professionals not Bud Treece and
his impotent crew.

UPDATE Oct 16th, 2004:
ALADS
has posted their answer to a poor contract.
ALADS
claim that the Board of Supervisors has placed the concerns
of deputy sheriffs and district attorney investigators at
the bottom of the barrel. Their solution is to have deputies
lay down their arms and leave the department!
No WAY!!!!!!!!!
Change the certified bargaining unit. They should leave! Why
continue to keep poor performing negotiators? It is time for
a change.
LASPA
does not agree with the advice that ALADS is giving their
members. We believe that ALADS should step aside and let LASPA
get competent negotiators, PROFESSIONALS, instead of encouraging
deputies to seek employment elsewhere, and dismantle the best
law enforcement agency in the world. Deputies do not run from
conflict. If you do, then you’re in the wrong business.
We need to stand together and over come conflict not run!
LATEST
OFFER:
-5% pay raise for 3 years beginning October 2004 with no retro
pay
-No retirement enhancements
-Proposed changes to promotional process for bonus positions
-County proposed civilianization of custody facilities and
other units
-Reduce overtime for court DMV hearings
Why such an insulting proposal? Look at who is negotiating.
Deputies! Why not hire professional negotiators with the MILLIONS
ALADS collects a year for this purpose?
Change
is needed. Stop complaining and do something about it NOW!

not use free labor from nonprofessionals.

UPDATE Sept 20th, 2004:
ACCORDING
TO ALADS WE ARE NOT GOING TO BE HAPPY WITH THE CONTRACT. READ
FOR YOURSELF:
"Today the ALADS and PPOA negotiating teams met the State
Mediator with the negotiators for the Board of Supervisors
in yet another futile effort to conclude a successor salary
contract.
Unfortunately,
I must report that in the past two weeks since the parties
last met, the Board of Supervisors refused to meet with its
own negotiators. Apparently, dealing with such "weighty"
issues as the County Seal took precedence over dealing with
the health and welfare of 15,000 public safety employees and
their families. All that the County's lead negotiator could
do was confess that he still had no direction from the Board
of Supervisors and insult both unions' negotiators by inferring
that they are not very intelligent. Whether this unfortunate
remark was reflective of merely the CAO's opinion or that
of the Board of Supervisors' and weather the comment pertained
to merely the ALADS and PPOA negotiators or our collective
memberships, remains unclear. However, once this remark was
made, any opportunity to remain meaningfully engaged in good
faith bargaining was lost - at least for the balance of this
session.
Consequently,
the ALADS Board of Directors and the Negotiations Team unanimously
decided to submit the County's most recent proposal to you,
the members, for a ratification vote. Hence, you should expect
to receive a ballot in the mail in the next few days outlining
the County's last salary proposal. This is your opportunity
to let the Board of Supervisors know just how you feel about
being chronically under appreciated and undervalued as dedicated
safety professionals.
As
a reminder, all of the County recognized safety employees
are at impasse with the Board of Supervisors."

UPDATE Aug 25th, 2004:
It appears
that the County will not budge from a 5% pay increase over
3 years. Zero for the first year (2003), 2 ½ for the
second year (2004) and 2 ½ for the third year (2005).
We will update you as more information is made available.
3% @ 50
Retirement Enhancement Update:
3% at
50 will be almost impossible to obtain for deputies nearing
retirement. The reason is simple. Those deputies nearing retirement
have not put any funds into this retirement enhancement so
the county would have to pay for each person. This includes
2-3% cost of living increase every year. This would create
a shortage that will continue to grow year after year.
It might
not happen in the foreseeable future because the negotiation
team has failed to secure this retirement enhancement when
times were favorable. LASPA is merely disclosing the financial
facts at this time. LASPA feels that professional negotiators
would have been more successful in obtaining retirement enhancements
and pay raises.
LASPA
continues to seek opportunities to obtain 3 @ 50. The 3% at
50 initiative in 2000 that was looked upon negatively by other
unions now seem to have been the best course of action to
secure better benefits.
As it
is right now we are one of the lowest paid agencies in the
area and will continue to be as long as deputies negotiate
our contract.
NEGOTIATIONS
UPDATE July 1st, 2004:
At
the first salary contract negotiations meeting since December
of last year, Los Angeles County presented its proposal to
ALADS and PPOA negotiators through a State-appointed Mediator.
Only
half of the Unions' most concerned issues were addressed by
the County's proposal. On the first issue pay hikes, the County
proposed a 2.5% pay increase effective October 2, 2004, and
another 2.5% pay increase effective October 1, 2005, totaling
5% over the course of the 44-month contract period.
The
Unions counter proposed for salary increases that more than
doubled the County's measly offer and added a demand for the
3% @ 55 enhanced retirement benefit. Regrettably, all progress
stopped when the Mediator announced that the County's negotiators
did not have the proper authority to negotiate.
We will keep you updated with any and all progress as it becomes
available. Hopefully there will be some progress in the coming
months and we can finally rest knowing we have secured a well-deserved
contract.

UPDATE Mar 15th, 2004:
ALADS
is being ignored and seems to have given up on any hopes of
a raise or the illusive 3% @ 50. As of February 23, 2004 ALADS
posted: "Since the last update the members of the ALADS
Board and directors of all the public safety unions have been
engaged in several meetings with County officials and the
Board of Supervisors. These meetings were an attempt to bring
the County back to the negotiations table. We have also sent
several written requests asking for the answer to questions
in the actuarial report on retirement enhancements. As of
this date we have received no reply from the Supervisors or
County negotiators. It appears that the Supervisors are not
serious about getting back to the table with their public
safety unions anytime soon. .. "
Do not expect anything as far as a raise or retirement enhancement

UPDATE Dec 30th, 2003:
No pay
raises or retirement enhancements expected. The County will
explain and evaluate the actuarial study for retirement enhancements
including 3 percent at 50 as well as other retirement plans
for the next meeting in mid January. This study is only to
reference the costs of retirement benefits and NOT a promise
for an benefit enhancements.

UPDATE Dec 22nd, 2003:
There
was a Contract Negotiations Mediation Meeting on December
18 with ALADS and PPOA. The purpose of the meeting was for
LACERA to deliver and explain the actuarial study for retirement
enhancements (3 at 50). The next meeting is January 15th where
the department will have further discussions concerning the
actuarial study.

UPDATE Dec 4th, 2003:
Negotiations
Update:
It appears that the County will cover the rising costs of
medical and dental that is equivalent to Kaiser medical premium
increases. This is the smallest increase of all the medical
choices. If you have blue cross, youre most likely going
pay out of pocket. Depending on your medical and dental coverage
it could be significant. Check with Blue Cross Health insurance
to verify the amount you will have to pay out of pocket.

UPDATE Nov 27th, 2003:
Fringe
Benefit Contract: As of 11-25-03 the contract has been
finalized. The county will add 3 extra sick / personal days
and will offset the cost of the rising medical and dental
benefits. The next salary negotiations meeting will be December
17, 2003. We will keep you posted as updates become available.

UPDATE Nov 7th, 2003:
Negotiations
Update: CIVILIANS- Local 660 has been able to reach a
tentative agreement with the County. This agreement includes
a 5% pay raise over 3 years, 0% 1st year, 2.5% the 2nd year
and 2.5% the 3rd year. These increases are based on the financial
position of the County and may be rescinded with a reopened
clause. The County will pay for 100% medical increase the
first year, a portion for the second and third year. County
will pay 100% dental increases the first year, 50% each year
after.
DEPUTIES and CUSTODY ASSISTANTS: ALADS and PPOA will
have a fringe benefit meeting on 11-19-03 to try and off set
the increase medical and dental costs. The County has not
indicated it would offer the same agreements as with LOCAL
660. On Dec. 2 there is a scheduled mediation date for salary
negotiations with the County. No pay raises or retirement
enhancements are likely!
GRIEVANCES: LASPA board of directors voted unanimously
to grant 1 day of payroll reimbursement for members that had
doctors notes indicating that they were incapacitated from
going to work during the so called sickouts. Even though LASPA
reimbursement policy does not cover this issue, LASPA directors
feel that ALADS deceitful and false information to upset rank
and file instigated the sickouts and has affected members
that happen to be sick on those days. Once your case is finalized
through the chief's hearing then LASPA will issue a 1 day
reimbursement based on members seniority and those paying
full dues compared to partial dues. The reimbursement will
be granted over a short period of time.
LASPA believes ALADS instigated and coordinated these sickouts
and now ALADS is apparently leaving their members out to dry
with no reimbursements or representation. LASPA once again
demonstrates why we are truly the MEMBERS UNION and we always
put our members first!
Members that do not have a doctors note will not be reimbursed.
